Grant of Increase in pension to Civil Pensioners of the Federal Government as well as Retired Armed Forces  Personnel.
The president has been pleased to sanction an increase @ 20% of net pension with effect from 1st July, 2012 until further order to all civil pensioners of the federal government including civilians paid from Defence estimates as well as retired Armed forces personnel and Civil Armed Forces Personnel.
However. 15% increase in pension allowed vide Para 2 of the Finance Division's O. M. No F. 4(1)-Reg.6/2010-721 dated 05.-07.2010 and the 15% increase in pension as allowed vide paras-15 dated 04.07.2011. shall be admissible to the new pensioners who would retire on or after 1.07.2012.
The 20% increase in pension as mentioned at para 1 above will also be admissible to the pensioners who would retire on or after 01.07.2012.
For the purpose of admissibility of increase in pension sanctioned in this O.M. the term "Net Pension" means "Pension being drawn" minus "Medical Allowance" which shall be continued to be admissible at the level of its admissibility as on 30.06.2012.
The Increase will also be admissible on family pension granted under the pension cum Gratuity Scheme, 1954, Liberalized Pension Rules, 1977. on pension sanctioned under the Central Civil Services (Extra Ordinary Pension) Rules as well as on the compassionate Allowance under CSR-353.
If the gross pension sanctioned by the Federal Government is shared with any Government in accordance with the rules laid down in Part-IV. The amount of the increase in pension will be apportioned between the Federal Government and the other Government concerned on proportionate hasis.
The benefit of increase in pension sanctioned in this O.M. will also be admissible to those Civil Pensioners of the Federal Government who are residing abroad (other than those residing in India and Bangladesh) who retired on or after 15.08.1947 and are not entitled to, or are not in receipt of pension increase under British Government's pension (increase) Acts. The payment will be made at the applicable rate of exchange.

The undersigned is directed t refer to finance Division's dated 1.07.2002 on the above subject and to state that Consequent upon the revision of Basic pay scales effective from the 1st July, 2011, the proposal for revision of existing pay ceiling of Bicycle, motor cycle and motor car advances has been considered by the Government and it has been decided to revise the ceiling of the above advances w.e.f. 01-07-2012 as Under:-

Revised amount of Advance for Bicycle is Rs. 7,000/- for BPS 1 to 4.
Revised amount of Advance for Motor Cycle / Scooter is 75,000/- for BPS 5 to 16.
Revised amount of Advance for Motor Car is 450,000/- for BPS 17 and above.

Grant of Adhoc relief Allowance 2012 @ 20 % of Basic pay to the Civil employees of the federal Government,
The President has been pleased to sanction with effect from 1st July 2012 and till further orders an Adhoc Relief Allowance - 2012 @ 20 % of basic pay to all the Civil employees of the Federal Government as well as the civilians paid from Defense Estimates including contingent pain staff and contract employees employed against civil posts in Basic Pay Scales on standard terms and conditions of contract appointment.
The amount of this Adhoc Relief Allowance - 2012
will be subject to Income Tas.
will be admissible during leave and entire period of LPR except during extra ordinary leave.
will not be treated as part of emoluments for the purpose of calculation of pension/gratuity and recovery of House rent.
will not be admissible to the employees during the tenure of their posting / deputation abroad.
will be admissible to the employees on their repatriation from posting / deputation abroad at the rate and amount which would have been admissible to them had they not been posted abroad.
The term Basic Pay for the purpose of Adhoc Relief Allowance - 2012 will also include the amount of the personal pay granted on account of annual increments beyond the maximum of the existing pay scales.
The above Adhoc Relief Allowance - 2012 shall be accommodated from within the budgetary allocation for the year 2012-2013 by the respective Ministries/ Division / Departments and no supplementary grants would be given on this account.

The Undersigned is directed to refer to para 7(a) of finance Division (regulations Wing's).
It has been decided to revise the rates of conveyance allowance admissible to the civil servants working in BPS 1-19 as under w.e.f. 1st July, 2012:

Speak the truth when you talk,
Keep a promise when you make it,
when you are trusted with something full fill your trust,
Avoid sexual immorality,
Lower your gaze (in modesty),
and restrain your hands from injustice.
